Advance health care directives & power of attorney in California – drug & mental health treatment?

Can i appoint someone to speak on my behalf, even though i am already capable of doing so, through a Power of Attorney or Advance Health Care Directive in the State of California?

Also, can i use either of those documents to empower them to make mental health &/or drug treatment decisions for me?
